GLOBE Act

The GLOBE Act, short for Greater Leadership Overseas for the Benefit of Equality Act, is a proposed U.S. federal bill that would build protection of LGBTQ human rights into American diplomacy. It would make preventing and responding to anti-LGBTQ discrimination and violence a foreign policy priority, create a permanent Special Envoy within the State Department to advise on these issues, and establish an interagency group to coordinate the government's response to abuses abroad. It is broader than the related Global Respect Act, which focuses specifically on sanctions and visa bans. Backed by groups such as the Human Rights Campaign, the GLOBE Act remains proposed legislation as of 2026 and has not been enacted into law.
