Safe Schools Improvement Act

The Safe Schools Improvement Act (SSIA) is proposed U.S. federal legislation that would require states to direct schools receiving federal funding to adopt codes of conduct that specifically prohibit bullying and harassment, including on the basis of sexual orientation and gender identity. It also calls for data collection and reporting on incidents. Versions of the bill have been introduced in Congress repeatedly since the mid-2000s, most recently as S.986 in the 119th Congress in March 2025, but it has not yet become law. LGBTQ+ education and advocacy groups such as PFLAG and GLSEN back the measure, pointing to the high rates of bullying that LGBTQ+ students face in American schools.
