Tyler Clementi Higher Education Anti-Harassment Act

The Tyler Clementi Higher Education Anti-Harassment Act is a bill in the U.S. Congress named for the Rutgers student whose 2010 death spotlighted campus bullying. It would require colleges and universities that receive federal student aid to establish policies prohibiting harassment of students, including harassment based on sexual orientation, gender identity, race, religion, disability, and other characteristics. The bill also calls for a federal grant program to support anti-harassment programs on campuses. It has been reintroduced across several sessions of Congress, most recently in 2025, by sponsors including Representative Mark Pocan and Senators Patty Murray and Tammy Baldwin. As of 2026 it has not been enacted into law.
