PrEP Access and Coverage Act

The PrEP Access and Coverage Act is proposed U.S. federal legislation that would guarantee coverage of pre-exposure prophylaxis, the highly effective HIV prevention medication known as PrEP, with no cost-sharing across private and public insurance. It would also fund a national grant program to provide PrEP and related services to uninsured and underserved people. First introduced in the 118th Congress as H.R. 4392 and reintroduced as the PrEP Access and Coverage Act of 2026 by Representatives Mark Takano, Becca Balint, and Mark Pocan, the bill aims to remove the financial barriers that keep people at risk of HIV from starting or staying on PrEP. Supporters note that these gaps fall hardest on communities of color and low-income LGBTQ+ people.
