In sexual contexts, "public" refers to sexual activity that happens in non-private or semi-public places such as cruising grounds, parks, bathhouses, or restrooms. It has a long history in gay male culture, shaped partly by eras when private, safe queer space was hard to find or dangerous to use, so public and semi-public spots became where connection happened. The practice carries real legal risk under indecency and lewd-conduct laws, and it raises questions of consent for uninvolved bystanders.
